When Don Pepe is elected the mayor of La Paz, he outlaws noise, including singing of any kind, and the once happy, noisy village falls completely silent. When a new rooster arrives in town, he couldn't care less about the laws and makes all the noise he wants. Though he finds himself in deep trouble for his offense, the town soon learns to stand up for themselves and make some noise.
