Presents a political parable told in poems, opening with a scene of a soldier, there to break up a protest, shooting and killing a young deaf boy. The gunshot causes the entire town to go deaf. The citizens begin to coordinate their resistance using sign language, which is illustrated throughout the book and the poems, then the poems follow the private lives of citizens and their resistance against public and political violence.
